L'allora ministro Raffaele Costa promosse, su segnalazione di persone vicine al ciclismo, un'indagine conoscitiva «sull'opportunità di disciplinare normativamente l’uso, ormai assai generalizzato, di sostanze medicamentose vietate. Le segnalazioni in questione rilevano come l'analisi delle urine sia facilmente manipolabile e propongono l'effettuazione di esami del sangue che permetterebbero di riscontrare con più esattezza la presenza di fenomeni di doping».
